I am setting up a feedback form, if a client answers positively to the first 3 questions i would like it to direct them to create a Google Review. If they respond negatively i would like them to continue to fill out the form for us to internally access the feedback. Can this be set up in logic?

I would suggest that you look into using Logic and Logic Maps to implement something like this

Hey @OliviaRMA as @Harsh says using logic should help your workflow, we have a Help Center guide here for using the feature. It might depend what questions types you are using as to how this set up will work - how will you be asking the questions?
